Urgent Call for Independent Investigation and Accountability — Death of Midshipman Kyle Philbert James Dear Governor Moore, Senator Jackson, and Delegate Long, I am writing as a Maryland resident, Navy veteran, and parent to express deep concern and heartbreak over the death of Midshipman Second Class Kyle Philbert James, age 20, of Whippany, New Jersey, who was found dead near the U.S. Naval Academy on October 10, 2025. Kyle was reported missing after failing to attend classes on October 9. His mother, Dyane, told reporters she had spoken to him that morning and received no warning of distress. He was a member of the Naval Academy Gospel Choir, known for his positivity, faith, and leadership. Nothing about his recent behavior aligns with the tragedy that has now occurred. The Academy has released only a short statement of condolence, and the public has received no clear information on how or where he was found, or which agency is leading the investigation. This lack of transparency has caused understandable outrage. Given the Academy’s recent safety incidents—including a lockdown after a false shooting report and an accidental discharge by a responding officer—this case demands full scrutiny and accountability. Too often, when young Black service members die under questionable circumstances, families are left without answers or justice. Maryland must not allow this pattern to continue within its borders. The silence surrounding Kyle’s death raises urgent questions about racial bias, institutional culture, and investigative oversight. I respectfully request that you: 1. Call for an independent, civilian-led investigation into the death of Midshipman James, with oversight by the Maryland State Police and the Attorney General. 2. Require public transparency regarding the investigation’s progress, findings, and cause of death. 3. Launch a review of racial climate and safety practices within the U.S. Naval Academy, in coordination with the NAACP and the Maryland Commission on Civil Rights. 4. Meet with the James family to ensure they receive direct communication, compassion, and access to information. 5. Evaluate legislative options to clarify Maryland’s jurisdiction in cases involving deaths or misconduct at federal academies within the state. Governor Moore, Senator Jackson, and Delegate Long, your leadership is urgently needed to restore trust and ensure justice for Kyle James. His family—and every family who entrusts their child to serve—deserve transparency, truth, and accountability.
