Support Re-Introduction of ROAD to Housing Act in 2026

To: Rep. Liccardo

From: A verified voter in Saratoga, CA

January 11

I’m writing to urge you to support the reintroduction and passage of the ROAD to Housing Act (S. 2651), which was recently removed from the National Defense Authorization Act despite passing unanimously out of the Senate Committee on Banking, Housing, and Urban Affairs. This comprehensive legislation represents the most significant federal housing reform effort in over a decade. The bill contains 40 distinct provisions addressing our nation's housing crisis through concrete policy changes: raising the cap on banks' public-welfare investments to enable greater affordable housing investment, streamlining zoning and regulatory barriers, boosting multifamily and rental housing production, modernizing manufactured and modular home financing, and making the Rental Assistance Demonstration program permanent while eliminating its cap. The removal of this bipartisan measure from the NDAA delays critical solutions that our communities desperately need. Lower-income households, veterans, rural communities, and disaster-impacted areas continue to face housing insecurity while regulatory reform and supply constraint solutions remain stalled. The housing affordability crisis affects constituents across every district, and this legislation offers practical, bipartisan tools to address it. House Financial Services Committee Chairman Rep. French Hill has indicated that the committee will advance housing solutions soon and work with Senate colleagues next year. I strongly encourage you to support these efforts and push for the ROAD to Housing Act to move forward as standalone legislation or as part of another legislative vehicle. This bill earned unanimous Senate committee support because it addresses real problems with workable solutions. I ask that you champion its passage in the House and help deliver meaningful housing reform to families struggling with affordability and access challenges across the country. Thank you.
