An Open Letter

To: Rep. Marquez, Rep. Liguori, Gov. Hobbs, Sen. Alston

From: A constituent in Phoenix, AZ

April 10

Starting in December of 2025, the Arizona Department of Corrections has been implementing a policy of no longer delivering letters and greeting cards to inmates. Letters and postcards now have to be sent to a scanning service in Dallas, TX where a subcontractor scans all mail and it gets delivered DIGITALLY to inmates. This is ridiculous and monstrous. First of all, fail was already being opened for security reasons, which is why I send my incarcerated loved one postcards. I don’t want my taxes paying for scanning. Secondly, inmates have a right to hear from their loved ones. These mail pieces are treasures. It is wrong to deprive them of hope.
