The No Rogue Rulings Act of 2025 (NORRA) seeks to severely limit the authority of federal district courts to issue injunctive relief, which is a crucial tool for protecting individual rights and holding the government accountable. This bill would prohibit district courts from issuing orders that apply beyond the parties directly involved in a case, essentially nullifying their ability to block unconstitutional or unlawful policies with nationwide impact. While allowing for a narrow exception for multi-state challenges to executive actions, the bill erects unnecessary procedural hurdles that undermine judicial independence and the separation of powers. The federal judiciary serves as a vital check on the other branches of government. Stripping district courts of their equitable powers to issue injunctions would leave many people without an effective remedy when their rights are violated by government overreach. It would also enable unlawful policies to remain in effect during lengthy appeals processes, causing irreparable harm. Furthermore, the bill's random selection of judges for multi-state cases injects an unacceptable level of arbitrariness into high-stakes constitutional disputes.
