Reject 10-year ban on state AI regulations

To: Sen. Bernt, Gov. Little

From: A constituent in Meridian, ID

May 18

The proposal to ban states from regulating artificial intelligence for 10 years is deeply concerning and should be opposed. As an emerging and rapidly evolving technology, AI has significant implications for privacy, civil rights, and public safety that necessitate responsible oversight and governance. Preventing states from enacting any AI regulations for a decade would leave the public vulnerable and unprotected. A decade is an exceedingly long timeframe given the breakneck pace of AI development. Waiting 10 years to address issues like algorithmic bias, data privacy violations, or unchecked AI surveillance would be irresponsible and harmful. AI systems are already being deployed in high-stakes areas like healthcare, criminal justice, and employment - we cannot afford to let these proceed without safeguards. While a federal framework is valuable to provide consistency, states have historically played a crucial role in protecting consumer interests and civil liberties when federal action stalls. Preempting state AI laws outright removes an essential channel for responsive policymaking attuned to local needs and values. We should retain the flexibility for states to tailor AI governance as issues emerge. I urge revisiting this proposal which imposes an arbitrary 10-year moratorium on state AI regulations without justification. Responsible AI development requires proactive policies, public oversight, and the ability to adapt rules as technology evolves - not a hands-off approach for an entire decade. Protecting citizens' rights and wellbeing must take precedence over corporate convenience.
