Request for Full Review of Change Application a55167 and Water Right 13-2 I have sent this to you and the Utah Division of Water Rights, because I don't believe you are looking out for the environmental quality of our state! I respectfully request that this email be entered into the public record for Change Application a55167, Water Right 13-2, submitted by Bar H Ranch, Inc. in connection with the proposed Stratos or Wonder Valley Utah data center and power project in Box Elder County. Given the scale and potential consequences of the proposal, I urge the State Engineer to require a formal hearing and a thorough, independent technical review before making any decision. I object to the application because it may impair existing water rights and downstream resources. The proposed change would redirect water from Salt Wells Spring Stream for power generation, data center operations, and other commercial and industrial purposes. The review should fully evaluate impacts on current users, downstream flows, and the ecological health of the Great Salt Lake system. The application also requires substantial scrutiny regarding physical and economic feasibility. A proposal involving up to 1,712 acre feet of water, a 7,500 MW power plant, and a large data center campus must demonstrate, with independently verified evidence, that its water supply, conveyance, treatment, recycling, metering, and return flow systems can operate reliably at the claimed scale. Assertions that consumption will remain within historic irrigation use should not substitute for a detailed technical analysis. Before approval is considered, the applicant should provide comprehensive hydrological and engineering studies, credible financing documentation, detailed treatment and conservation plans, verifiable return flow measurement procedures, and enforceable commitments for public reporting. These materials are necessary to establish that the project will not cause quantity impairment and that its proposed water use is physically and economically feasible. •••••••• I'm adding my concerns to this that I don't feel were sufficiently talked about! Right now the governmental entities that are supposed to be watching out for the health of humanity and the environment are dropping the ball •••••••• Please deny or defer approval of Change Application a55167 unless the applicant clearly demonstrates the absence of impairment, establishes feasibility, and provides convincing evidence of good faith through transparent and independently reviewed documentation.
