As your constituent, I am concerned about reports that the UAE made a major investment connected to a Trump family-linked crypto company and shortly afterward obtained an agreement allowing access to highly coveted U.S.-made AI computing chips. Cross-border technology access raises serious national security and policy concerns, and such decisions must be driven by strategic criteria rather than private financial incentives. When a foreign investment appears closely linked in time to favorable technology access for that foreign government, Congress should investigate whether the process included adequate ethics and conflict safeguards. I request oversight into the agreement that enabled the UAE’s access to U.S. AI computing chips, including the authorizing steps and the decision timeline. Please seek: (1) all records describing the policy review and approval process, (2) communications and meeting logs among relevant agencies and decision-makers, (3) compliance and ethics documentation, including conflict reviews for any officials with potential related interests, (4) documentation of the factors used to grant access, and (5) any disclosures about related private-sector involvement. I also ask that you obtain testimony from relevant officials on how the government ensured that foreign technology-access decisions were impartial and not improperly influenced by connected private financial interests. If your oversight identifies safeguard failures, I urge you to take decisive action—including referrals for investigation and legislative reforms—to reduce pay-to-play risk and strengthen transparency in high-stakes technology licensing and national security approvals. In short, if misconduct or systemic gaps are found, do not limit this to criticism; ensure both accountability, and that corrective measures are taken. Thank you for taking action to ensure U.S. technology access decisions remain grounded in public interest and law.
