**Create an ICE OUT Legislative Package to Protect Oregon's Immigrant Communities** I am writing to urge you to support the ICE OUT legislative package introduced by Councilmembers Kendra Brooks and Rue Landau in Pennsylvania. This comprehensive set of bills strengthens Philadelphia's Welcoming City policies and establishes clear boundaries between local government and federal immigration enforcement. The ICE OUT package addresses urgent concerns facing our immigrant neighbors. The legislation prohibits ICE agents from concealing their identities with face masks or unmarked vehicles, requires proper identification, and bars city employees from granting ICE access to city-owned spaces like libraries, shelters, health centers, and recreation centers without a judicial warrant. These provisions protect the safety and dignity of all Philadelphians while maintaining accountability. The package also codifies the ban on 287(g) agreements that would turn local police into ICE agents, prohibits city agencies from collecting or sharing immigration status data with ICE, and prevents ICE from using city-owned properties as staging locations for raids. These measures ensure that local resources serve our community rather than federal enforcement priorities that undermine public trust. As Sandra Bryant-Downie of the National Domestic Workers Alliance noted, ICE enforcement makes everyone less safe and terrorizes workers who see how Black and Brown people are targeted. María Serna of Make the Road Pennsylvania described this legislation as a shield ensuring no one faces discrimination based on their status. When residents fear accessing city services or reporting crimes because of immigration enforcement, our entire community suffers. This legislation is modeled on successful policies from cities and states nationwide. It enshrines existing protections into law while establishing clear operational limits on ICE within Philadelphia. Councilmember Lozada correctly noted that many people in our city live in constant fear and are demanding action and leadership. I urge you to draft, support and get your colleagues to vote YES on an ICE OUT package. Oregon must lead by protecting all residents and ensuring our city remains a place where everyone can access services, report crimes, and participate in community life without fear.
