I am writing to you today as a constituent to express my strong opposition to House Bill 754, which seeks to mandate the registration of fetal deaths and the filing of "certificates of life" following the detection of a fetal heartbeat. This legislation represents an unnecessary and intrusive overreach by the state into the private lives and medical decisions of Ohioans. Mandating the issuance of life and death certificates for fetuses—particularly in the early stages of pregnancy—creates a legal framework that prioritizes political ideology over the autonomy and privacy of the patient. Furthermore, it places an emotional and administrative burden on families during what are often deeply personal and difficult times. The voters of Ohio made their voices clear when they passed the reproductive rights amendment in 2023. HB 754 appears to be a direct attempt to undermine the spirit of that amendment by legally redefining personhood through vital records. I urge you to stand up for the privacy and reproductive rights of your constituents by voting "No" on HB 754. Please represent the will of the people and keep the government out of our personal medical records.
