I am writing to urge you to block President Trump's announced plan to transfer $10 billion in taxpayer funds to his newly created Board of Peace without congressional approval. This unconstitutional appropriation bypasses Congress's power of the purse and creates what critics have accurately described as a presidential slush fund.
Trump announced this $10 billion transfer at the board's inaugural meeting in Washington, dismissing the amount as "a very small number" compared to war costs. However, transferring funds of this magnitude requires congressional authorization under Article I of the Constitution. The board appears connected to Jared Kushner's plans for Gaza and luxury real estate development, raising serious questions about the actual purpose of these funds. Trump previously sold permanent board seats for $1 billion each, with no transparency about where those funds went.
This follows a troubling pattern of Trump's foreign policy circumventing congressional authority. His administration has conducted unilateral military strikes that killed 11 people as recently as this Monday, and executed a military operation to depose a foreign leader and seize oil, all without congressional approval. These actions represent a dangerous expansion of executive power that undermines our constitutional system of checks and balances.
With the current government shutdown over DHS funding and midterm elections approaching, Congress must reassert its constitutional authority over federal spending. I urge you to publicly oppose this unauthorized transfer, demand full transparency about the Board of Peace's finances including the $1 billion seat sales, and take legislative action to prevent the administration from moving forward with this appropriation.
The Constitution grants Congress alone the power to appropriate federal funds. I expect you to defend that authority and protect taxpayer dollars from being used as a presidential discretionary fund.
