Oppose Expanded Intelligence-Sharing Requirements with Israel in S. 4615

I urge you to oppose the provision in S. 4615 that would require the administration to expand and enhance intelligence sharing with Israel and make any meaningful reduction in that sharing harder to carry out. Intelligence cooperation is not supposed to be a symbolic gesture of loyalty. It is supposed to be a tool the United States uses carefully, conditionally, and in service of its own interests. This provision moves in the opposite direction. It tries to harden a particular security relationship into statute at a moment when Congress should be preserving flexibility, not narrowing it. What concerns me most is the posture behind it. The bill does not simply support continued cooperation. It creates a presumption that intelligence sharing should deepen and continue unless the President can point to a specific national security concern. That is a serious choice. It makes it harder to reassess, harder to draw boundaries, and easier to treat deeper entanglement as the default. That is especially troubling given the broader regional context. Congress should not be using annual authorization bills to quietly lock in more intelligence integration, more regional security alignment, and less room for restraint. If lawmakers believe this level of commitment is warranted, they should defend it openly. They should not bury it in routine authorizing language and call it prudence. Please oppose this provision, work to remove it from S. 4615, and reject any effort to carry similar language into the NDAA or a final conference package. Intelligence sharing should remain reviewable, conditional, and subject to real oversight. The United States needs more room for judgment here, not less.
