To Whom It May Concern: I’m writing to report illegal activity and request a criminal investigation into the actions of the following individuals: Akash Bobba, Edward Coristine, Luke Farritor, Gautier Cole Killian, Gavin Kliger, Ethan Shaotran, Baris Akis, Brian Bjelde, Amanda Scales, Anthony Armstrong, Scott Bessent, Riccardo Biasini, Antonio Gracias, Terrence O’Shaughnessy, Steve Davis, Thomas Shedd, Elon Musk. As known associates, they have violated the following laws: Racketeer Influenced and Corrupt Organizations Act (RICO, 18 U.S.C. §§ 1961-8) The Computer Fraud and Abuse Act (CFAA, 18 U.S. Code § 1030) The Privacy Act of 1974 (5 U.S.C. § 552a) Acts affecting a personal financial interest (Conflicts of Interest, 18 U.S.C. § 208) Federal Information Security Modernization Act (FISMA, 44 U.S.C. § 3541) In coordination with each other, these individuals have conspired to illegally penetrate and compromise the computer network security of the U.S. Office of Personnel Management, U.S. Office of Management and Budget, the General Services Administration, and the U.S. Department of the Treasury. As there has not yet been a U.S. Digital Service Administrator appointed since the previous administration, they are taking these actions without authorization, as is plainly described in the January 20, 2025 Executive Order “Establishing and Implementing the President’s ‘Department of Government Efficiency’” (DOGE). Their actions are beyond the scope of that authorization and therefore illegal. Even if their actions were covered by the Executive Order, they would be exceeding that authority in practice, as their actions are not consistent with the applicable laws, as well as violating the National Institute of Standards and Technology (NIST) guidelines for the handling of the private and secure data held by the Federal Government of the United States of America. Furthermore, they are in clear violation of the conflict of interest provisions for federal employees. Many of them are taking action in their capacity as volunteers, not federal employees, a fact alone proving that they do not have the requisite clearance to access the particular data in question. So, there is either a substantial conflict of interest or they are illegally obtaining access to federally managed systems. In fact, it is both. Please investigate this matter with urgency, holding the appropriate individuals responsible for the illegality of their actions and the damage that has been done to the individuals impacted.
