I respectfully ask your administration to direct DNR, WEDC, and other relevant agencies to: • Require water use disclosure and environmental review before granting future permits or incentives • Mandate local public meetings and community input before state approvals are issued • Require public disclosure of ownership, energy and water use, and expected impacts for any project receiving state support • Prohibit nondisclosure agreements on material project information for state-supported projects • Convene agencies now to draft enforceable standards in consultation with legislative leaders, ahead of the next session This wouldn't replace the rate and cost-allocation protections that need legislation and remain stalled in the Senate. But it would establish real conditions on the tools your administration already controls, permits and incentives, while residents wait for the legislature to act. Thank you for your consideration.
