An Open Letter
To: Justices Court
From: A constituent in Prosperity, SC
October 15
To: The Supreme Court of the United States Subject: Proposal for a Nationwide Hybrid Security Department for Critical Water, Gas, and Electric Infrastructure To the Honorable Chief Justice and Justices; I'm writing as a constituent from Prosperity, South Carolina to propose the creation of a new nationwide department within the Department of Labor. The purpose would be to add an extra layer of security for our water treatment plants, gas systems, and electric utilities. This department would not replace EPA, DHS, or CISA. It would work alongside them. The key difference is structure and staffing. I'm proposing a 50/50 hybrid workforce of state-certified and federally-certified personnel who work side by side as one team on the ground. State employees would be paid by the state, federal employees by the federal government, with both state and federal oversight to ensure accountability. Staffing prioritize veterans, National Guard, and others with federal service and training, but be open to any qualified applicant who passes the required dual certifications. The focus would be on preventing tampering, contamination, and sabotage, including threats like biological agents in water or disruption to gas and power systems. The chain of command and chain of custody utilizing SpaceX and Starlink satellites under contract as they offer secured documented data accessibility which allows for higher protection at every step, similar to evidence handling in law enforcement. This creates transparency and ensures both state and federal authorities can track activity without conflict. I believe this nationwide layer would help protect communities and officials from threats we've seen in the past and give experienced workers a new mission. I further request that the Department of Labor oversee and adopt water treatment standards used in Switzerland and France, including ozone, activated carbon, and sludge reduction processes like Biolysis and liming, which in Europe have reduced sludge by up to 80 percent and helped them achieve some of the cleanest water in Europe. I would appreciate your consideration of this proposal and any guidance on how to move it forward. Thank you for protecting us and upholding the Constitution of the USA.
