I am writing as a constituent to encourage you to consider legislation that strengthens civic literacy within the federal workforce by requiring all federal employees to demonstrate a baseline understanding of American government, its founding principles, and constitutional framework.
Specifically, I urge you to support or introduce legislation requiring federal employees — regardless of citizenship status — to pass a standardized civic knowledge assessment modeled after the United States Citizenship Test.
Public trust in government depends not only on competence and professionalism, but also on a shared understanding of the constitutional system employees are sworn to uphold. While many federal workers possess deep technical expertise, there is currently no universal requirement ensuring familiarity with foundational concepts such as:
• The structure and separation of powers within the federal government
• The Constitution and Bill of Rights
• The role of federalism and the balance between state and federal authority
• Core historical principles shaping American democracy
Such a requirement would:
• Promote institutional integrity and civic responsibility
• Reinforce nonpartisan understanding of governmental roles and limits
• Strengthen public confidence that federal employees understand the system they serve
This proposal is not about political ideology or citizenship status; rather, it is about ensuring that those working within federal institutions have a shared baseline knowledge of how those institutions function.
I believe this approach would elevate professionalism within government while reaffirming the importance of civic education for all who serve the public.
