I am writing to express my strong opposition to Defense Secretary Pete Hegseth’s decision to terminate all efforts within the military to reduce civilian harm during combat operations. This move, which includes closing the Civilian Harm Mitigation and Reduction Office, the Civilian Protection Center of Excellence, and related positions within combatant commands, is both reckless and deeply troubling. The United States has long emphasized the importance of minimizing civilian casualties in military operations, not only as a moral imperative but also as a strategic necessity. Protecting civilians helps prevent the radicalization of local populations, upholds our commitments under international law, and preserves the reputation of the U.S. military as a force guided by ethical principles. Dismantling these critical programs sends the wrong message to our allies and adversaries alike. Furthermore, eliminating these offices and positions will result in the loss of 166 jobs within the Defense Department, weakening institutional knowledge and expertise in a field that directly impacts global stability and U.S. national security. I urge you to take immediate action to oppose this decision and advocate for the continuation of civilian harm mitigation efforts within the Department of Defense. The safety of innocent civilians, as well as the long-term success of U.S. military operations, depends on policies that prioritize responsible and ethical engagement. Thank you for your time and attention to this critical issue. I look forward to your response and to seeing you take a stand against this misguided policy change.
