The so-called "SAVE" Act (HR 22) is a threat to voting rights that would require all Americans to present documentary proof of citizenship in person, such as a passport or birth certificate, when registering to vote or updating their voter registration. This legislation is harmful and unnecessary, as it is already illegal for non-citizens to vote, and election officials are required to verify eligibility using state and federal data. The implications of this bill are severe. Over 146 million American citizens do not have a valid passport, and in seven states, less than one-third of citizens have one. Lower-income Americans would be disproportionately affected, with only 1 in 5 Americans earning under $50,000 having a valid passport. Additionally, 83% of women change their last name upon marriage, and 69 million American women may not have a birth certificate with their legal name, which would not be accepted under this bill. This legislation would dramatically change the way citizens register to vote, requiring in-person presentation of limited forms of identification every time someone registers or updates their registration due to a move or name change. It would make it impossible for voters to mail in registration applications and eliminate the ability to conduct voter registration drives. The SAVE Act is an unnecessary and harmful barrier to voting rights that would disenfranchise millions of eligible American voters. I urge you to oppose this legislation and protect the fundamental right to vote for all citizens.
