As your constituent, I urge you to co-sponsor and support House Bill 1240, the proposed constitutional amendment to guarantee voters the right to early voting in North Carolina. Right now, access to early voting is under threat, most notably by Senate Bill 1084, the "Reduce Early Voting Period" Act. The constitutional amendment proposed by HB 1240 would strengthen our state's commitment to accessible early voting by establishing clear statewide minimum requirements. In even-numbered years, it guarantees voters a right to early vote by casting a ballot in person prior to election day, beginning at least 14 days before election day. It also requires early voting sites to operate uniformly for the designated window, including specified minimum weekday hours and clear Sunday and Saturday rules—so voters can plan around work schedules, caregiving duties, health needs, and transportation challenges. HB 1240 also takes an important step toward participation by requiring early voting sites to provide same-day registration and voting for any voter who is qualified to register. For many eligible voters, especially those who move recently, work irregular hours, or face administrative barriers, same-day registration can be the difference between being able to vote and being turned away. North Carolina’s election system should make it easier—not harder—for eligible voters to cast a ballot. A constitutional protection for early voting, coupled with clear operational standards for county boards, improves reliability, reduces confusion, and supports public confidence that every voter has meaningful access to the ballot. As someone who relies on early voting, I respectfully request that you co-sponsor HB 1240 and advocate for its timely advancement.
