Vote no on the SAVE Act. This bill solves a problem that doesn't exist while creating massive barriers for eligible citizens trying to register to vote.
Noncitizen voting is already illegal and extraordinarily rare. Utah reviewed over 2 million registered voters and found one confirmed noncitizen registration and zero instances of noncitizen voting. Meanwhile, 9% of eligible voters lack easy access to documentary proof of citizenship, and 52% of registered voters don't have an unexpired passport with their current legal name. When Kansas implemented similar requirements, it blocked 31,000 eligible citizens from registering—12% of all applicants—while noncitizen registration had been just 0.002% of voters.
The bill's implementation is reckless. It takes effect immediately with no adjustment time and provides zero funding to states. It threatens election officials with criminal penalties and private lawsuits for registering eligible citizens who lack the right paperwork. This will cripple an already strained election workforce.
Better verification methods exist. Back-end database checks place the burden on government rather than voters and don't require citizens to navigate complex documentation requirements, especially those who've changed their names through marriage or court order.
This bill will disenfranchise far more citizens than any noncitizens it might stop. Vote no.
