ACA subsidies and Damage from Government Shutdown

To: Sen. Warner, Sen. Kaine

From: A constituent in Yorktown, VA

October 1, 2025

I am writing as a constituent who is deeply concerned about two urgent issues: the risk of families losing affordable health coverage if ACA subsidies expire, and the damage caused by the ongoing government shutdown. 1. Protect ACA subsidies. If the enhanced subsidies are allowed to lapse, families will face unaffordable costs. KFF’s analysis shows that premiums would rise far beyond early warnings. Initial estimates suggested an increase of more than 75%. Now KFF projects average annual payments would more than double, rising 114% from about $888 in 2025 to $1,904 in 2026 (KFF, Sept. 2025). 2. End the shutdown. Every day of shutdown adds unnecessary costs and disruption for workers, families, and businesses across the country. If we agree these subsidies matter and time is short, there is no reason to delay. I urge you to come to the table, find a responsible compromise, and ensure both ACA subsidies are protected and government operations are restored without further delay. Thank you for your time. I respectfully request a written response explaining your plans to address these priorities.
