Withhold DHS Funding Until Critical Reforms Are Enacted

We urge you to withhold all funding for the Department of Homeland Security (DHS) unless and until essential reforms are implemented to protect civil liberties, ensure transparency, and restore public trust. The status quo of unchecked federal enforcement activities has fostered fear and eroded confidence in our institutions. We believe that meaningful change is necessary before further funding is considered. • End Unauthorized “Roving Patrols”: Federal agents must immediately cease conducting “roving patrols” that lack oversight and transparency. Such practices undermine community safety and violate constitutional rights. • Require Warrants and Local Coordination: All federal agents must be required to obtain warrants and coordinate closely with local and state law enforcement officials before engaging in enforcement actions. This collaboration ensures accountability and proper checks and balances. • Strict Adherence to the Law and Accountability: Agents must be held to the highest legal standards. Any violations of the law by federal agents must be thoroughly investigated, and all evidence of wrongdoing should be immediately provided to the relevant state authorities for prosecution. • Establish a Uniform Code of Conduct: Implement a standardized, transparent code of conduct for all DHS agents, with clear guidelines to govern behavior and interactions with the public. • Independent Oversight and Investigations: Create an independent body empowered to investigate complaints, monitor compliance with the code of conduct, and recommend disciplinary actions when necessary. • Mandatory Body Cameras and Prohibition on Masking: All agents should be required to wear body cameras to document their interactions with the public, and masking of faces should be prohibited except in rare, justified circumstances. This will promote transparency and deter misconduct. Until these core demands are addressed through clear legislative action and enforceable policy changes, we strongly urge Congress to withhold further funding for DHS. Our communities deserve security measures that respect constitutional rights and democratic principles. We look forward to your leadership in advancing these critical reforms.
