Demand Immediate End to ICE Operations and Accountability for Citizen Deaths

I am writing to demand immediate action following the fatal shooting of a 37-year-old US citizen in Minneapolis on Saturday morning by federal immigration enforcement officers. This marks the second killing of an American citizen by ICE in less than three weeks, following the January 7, 2025 death of Renee Good, also a US citizen. The circumstances surrounding Saturday's shooting raise serious questions about federal agents' adherence to law and proper use of force protocols. Video evidence posted by witnesses shows a man being wrestled to the ground by multiple officers before being shot multiple times. Open-source analysts examining the footage suggest one portion may show an officer disarming the man on the ground before shots were fired. This directly contradicts the Department of Homeland Security's account that officers fired defensive shots while attempting to disarm a suspect who violently resisted. Federal immigration enforcement operations in Minneapolis have created a crisis of accountability. After Renee Good's killing, the FBI initially cooperated with Minnesota law enforcement but then abruptly shut state investigators out, conducting only a federal investigation. Hennepin County Attorney Mary Moriarty and Minnesota Governor Tim Walz are now demanding that federal agents allow the Minnesota Bureau of Criminal Apprehension to process the scene and lead the investigation into Saturday's shooting. The federal government must not be permitted to investigate itself when its agents kill American citizens. These operations must stop immediately. Two US citizens are dead in three weeks. Federal agents deployed teargas and flash-bang grenades against approximately 200 protesters, with one officer reportedly mocking grieving community members by saying "Boo hoo." This demonstrates a fundamental lack of discipline and humanity that Minneapolis Police Chief Brian O'Hara himself called for federal personnel to exhibit. I urge you to take immediate action to halt ICE operations that are killing American citizens, demand full state-led investigations with complete federal cooperation, and require comprehensive retraining on use of force and constitutional limitations before any resumption of enforcement activities. Federal agents must operate under the rule of law, not above it.
