I am writing as a constituent to express my strong support for SB 795, the caregiver designation legislation scheduled for a public hearing on Tuesday, January 20. This bill would allow caregivers to designate up to three individuals for whom they are the primary caregiver when applying for or renewing a Wisconsin driver’s license or state ID, along with emergency contact information accessible to law enforcement. This is a practical, low-cost measure that would significantly improve safety and continuity of care. I am an unpaid primary caregiver for a family member who relies on me for daily support and medical stability. If I were injured, hospitalized, or otherwise unable to provide care due to an accident or emergency, there is currently no reliable way for first responders or law enforcement to know that someone at home would immediately need assistance. That gap creates real risk, not just inconvenience, for the people caregivers support. Many Wisconsinites with disabilities, older adults, and children depend on unpaid caregivers to remain safely housed and supported in their communities. Without a clear mechanism to identify caregiving responsibilities in emergencies, individuals who rely on care can be left vulnerable to serious harm or crisis through no fault of their own. SB 795 addresses this problem in a straightforward and voluntary way. It does not create new mandates or burdens, but instead adds a simple option that could prevent neglect, medical emergencies, or unnecessary institutionalization. It recognizes caregiving as essential infrastructure that keeps families and communities functioning. I urge you to support SB 795 and to vote in favor of this important legislation.
