Oppose Senate Bill 323: Protect Women's Access to Essential Contraception

To: Sen. Allen

From: A constituent in Greenville, SC

October 9, 2025

I am writing to express my strong opposition to Senate Bill 323, which seeks to redefine contraception in a way that would severely limit access to essential birth control methods for women in South Carolina. This bill's narrow definition of contraception as only devices, chemicals, or drugs that prevent conception is dangerously restrictive and out of touch with medical science and women's healthcare needs. The proposed changes would effectively outlaw most forms of modern contraception, including birth control pills, IUDs, vaginal rings, implants, and emergency contraception like Plan B. This is not just a matter of preventing pregnancy; it's about protecting women's health and bodily autonomy. According to CDC data, over 65% of women aged 15-49 use some form of contraception. In South Carolina, this bill could impact hundreds of thousands of women, stripping them of their right to make informed decisions about their reproductive health. Moreover, many women rely on these contraceptive methods for medical reasons beyond pregnancy prevention. Take Danielle Johnson, for instance, who uses birth control pills and an IUD to manage the debilitating pain caused by endometriosis. Under this new law, she and countless others could lose access to vital treatments that significantly improve their quality of life. While I understand the bill's sponsor, Rex Rice, claims this measure aims to protect unborn children, it fundamentally misunderstands the science of contraception and disregards the health and wellbeing of South Carolina's women. By restricting access to only condoms, spermicide, and diaphragms, this bill would set women's healthcare back by decades. I urge you to stand up for women's rights and oppose Senate Bill 323. Protect our access to comprehensive reproductive healthcare, including the full range of contraceptive options. Our health, our choices, and our futures depend on it. Vote against this bill when it is introduced in the upcoming Senate session and send a clear message that South Carolina values women's health and autonomy.
