I am writing to urge you to oppose both versions of the SAVE Act currently being considered in Congress. This legislation represents a desperate attempt at voter suppression that would disenfranchise millions of eligible American citizens, including many of your own Republican constituents.
The SAVE Act would require documentation such as passports or birth certificates for voter registration. Research shows more than 21 million Americans lack ready access to these documents. Critically, roughly half of Americans don't have passports, and Republican voters are statistically less likely to hold passports than other voters. This means the SAVE Act would create significant barriers for the very constituents who support it. The requirement would also disproportionately affect younger voters, voters of color, and millions of women whose married names don't match their birth certificates or passports.
The House version, called the Make Elections Great Again Act, goes even further by requiring proof of both citizenship and residence for registration, potentially blocking the approximately 9% of the population that has moved within a state in the past year. It mandates restrictive photo ID requirements that exclude student IDs and tribal IDs without expiration dates. It would also prohibit universal mail voting, ending the primary voting method in eight states and Washington, DC.
The Senate version requires voters to show documents like passports or birth certificates both to register and to cast a ballot. It punishes citizens of states protecting voter privacy by exempting only those states that have been regularly sharing voter rolls with the Department of Homeland Security since June 2025.
These bills solve no actual problem. The Trump administration's own investigations and state reviews in Louisiana and Utah have confirmed that only American citizens vote and illegal voting is vanishingly rare. Instead, these measures would create chaos in election administration by placing massive unfunded burdens on state and local officials who would face civil and criminal penalties for honest mistakes.
I urge you to reject the SAVE Act and protect the voting rights of all your constituents.
