I am writing to respectfully urge you to oppose SB 896 that would allow firearms on college and university campuses. While I understand the intent to enhance personal safety, I believe this bill would introduce significant risks that outweigh its intended benefits. College campuses are unique environments characterized by high population density, elevated stress, intense debate, and, at times, alcohol and drug consumption. In such settings, the presence of firearms increases the likelihood that conflicts may escalate into violence rather than being peacefully de-escalated. Additionally, expanding the number of firearms on campus raises concerns about accidental discharges, improper storage, and weapons falling into unauthorized hands—posing serious safety risks to students, faculty, staff, and visitors. There are also broader implications for campus climate and academic freedom. The presence of armed individuals can create fear or discomfort and may discourage students and faculty from engaging openly in classroom discussions or controversial debates. This “chilling effect” undermines the free exchange of ideas that is central to higher education. From a public safety standpoint, many campus law enforcement professionals have expressed concern that an increase in armed civilians could complicate emergency response efforts. In active shooter situations, distinguishing between a perpetrator and an armed civilian may delay response times and increase the risk of unintended harm. Mental health considerations further underscore these concerns. College populations include individuals experiencing significant stress or mental health crises, and easier access to firearms may elevate the risk of suicide or impulsive acts of violence. Finally, I believe institutions of higher education should retain the autonomy to determine policies that best support the safety and well-being of their campuses. A one-size-fits-all mandate does not account for the diverse environments and needs of colleges and universities across the state. For these reasons, I respectfully ask that you oppose this legislation and support policies that prioritize campus safety, academic freedom, and evidence-based approaches to violence prevention.
