I am writing to implore you to draft and pass urgent legislation that explicitly bans the use of Artificial Intelligence for lethal autonomous weapons and mass domestic surveillance.
The recent conflict between the Pentagon and AI companies like Anthropic has exposed a terrifying gap in our regulatory framework. By pressuring private companies to remove safety guardrails from their models, the government is effectively arguing that "safety" is an obstacle to national security. I vehemently disagree.
We are standing at a dangerous precipice. If the United States, as the world’s leading democracy, decides that ethical guardrails are optional, we set a precedent that will force every other nation to follow suit. We will trigger an uncontrollable global arms race where the winning strategy is to remove all human judgment and moral inhibition from our machines.
Technology experts have warned us repeatedly that these models are not reliable enough to be trusted with life-and-death decisions. They hallucinate, they make errors, and they lack the fundamental moral reasoning required for the laws of war. Overriding professional judgment for the sake of a contract is reckless and puts American values at risk.
If we allow fully autonomous weapons to proliferate, we risk a future where warfare is dehumanized and conflict can escalate at algorithmic speeds beyond human control. We cannot allow machines to decide who lives and who dies. I urge you to act now to codify these ethical limits into law before the technology outpaces our ability to govern it.
