After more than 50 votes to repeal Obamacare, a replacement attempt in the House that died in the Senate, and two failed Senate attempts at “repeal and replace” the GOP is abandoning its efforts to replace the ACA.

The next step will be a repeal vote, which, unlike the replacement effort, will be ineligible for the arcane “budget reconciliation” process and will thus be subject to a Democratic filibuster, requiring 60 votes to end debate and pass the Senate.

Why It Matters

President Trump has called on the Senate to end the filibuster in order to push through the repeal measure, a move which would diminish the power of the minority in the Senate as well as that of individual Senators. Such a change to the rules would be a political “hail-mary” but it represents the best hope Republicans have of delivering on the party’s signature issue of the last decade.
