Regulate AI data centers and the application/use of AI. It should NOT have priority of access to resources, any water used has to returned to the source as clean or cleaner than when taken for AI use and also returned at the *same temperature* as that water source is naturally. If energy demands are high for human needs (eg:heating/cooling), those human needs should have priority NOT the AI applications. AI must not be used to identify suspects or targets, nor to monitor or data mine the public. AI must NOT be used for law enforcement, legal determinations, military targeting, interpretation of intelligence, not health insurance coverage/access to medical care decisions...AT ALL EVER.
