Today I’m writing to urge you to co-sponsor and vote yes on the Ban Flock Act, introduced by Senator Sanders, Representative Ocasio-Cortez, and Senator Merkley.
This bill would prohibit federal agencies from using Flock's automatic license plate reader network, cut federal funding to state and local governments that use it, and give Americans the right to sue when their privacy is violated. It needs to pass.
Flock cameras are already being used to track people attending immigration protests and No Kings demonstrations. A Texas cop used the network to hunt down a woman who self-administered an abortion. Local police ran Flock lookups on behalf of ICE.
This isn't hypothetical surveillance creep — it's happening right now, and Flock itself ran a webinar teaching cops how to monitor protesters. The company has tens of thousands of cameras installed across the country, often without community consent.
The Ban Flock Act is the right response. Hawley's Stop Flock Abuse Act offers some safeguards, but a ten-day data retention window and a written approval process don't go far enough when the underlying infrastructure is being weaponized against protesters and people seeking healthcare.
A full federal ban is what this moment requires.
