An Open Letter

To: Sen. Murray, Rep. DelBene, Sen. Cantwell

I appreciate you saying you will vote AGAINST the additional $10B for ICE. But that is not enough. DEMOCRATS MUST STAND TOGETHER as a disciplined block. It doesn’t matter if a few of you vote “no.” If $10B goes to ICE because even one Democrat voted for it, then Democrats are enabling the terrorizing and killing of Americans. ICE IN ITS CURRENT FORM SHOULD NOT RECEIVE ANY MORE FUNDING. The stated purpose of immigration enforcement is deportation of people who entered the U.S. unlawfully. Yet the numbers show ICE is no longer operating as a deportation system. Obama peak (FY2013): Deportations 438,421; detention capacity ~34,000 beds/day; ICE budget ~$5.3B; workforce ~21,000 employees. FY2024: 11 detention deaths; deportations ~271,000; ICE budget ~$9.99B; workforce 20,000+ employees. FY2025: 32 detention deaths; deportations ~340,000; 68,440 detained in 212 facilities; ICE funding ~$28.7B available (funding tripled). FY2026 (so far): at least 8 ICE-related deaths total (including 6 deaths in detention), while detention remains near 2025 peak levels (~68,000–69,000 held). Funding was tripled, yet deportations remained lower than the Obama-era peak. What scaled instead was detention and death. This system is architected from the top. Stephen Miller is widely described as the driving force behind this hardline machine, and Kristi Noem is executing it with propaganda and intimidation. This is not reformable by “better training.” Please oppose the $10B and stop all further ICE expansion. Tear it down and rebuild a lawful, humane system with real oversight and accountability.
