Oppose HB1708/SB 1889, The Motor Vehicle Act This bill would require an applicant for a drivers license who cannot speak and read English sufficiently to be issued a restricted license for one year and to retake the written test. This bill would create unnecessary barriers to vehicle registration and establish a discriminatory driver licensing system. It fundamentally restricts access to essential transportation services based on English proficiency.
