This situation calls for more than general statements of support—it requires decisive, enforceable measures. I am asking directly: what steps will you take to ensure that no state or local agency participates in or facilitates the enforcement of a policy that targets people based on gender identity or expression? Policies grounded in “suspicion” create dangerous conditions for profiling and abuse. They erode trust in public institutions and place transgender individuals, as well as anyone perceived to be gender nonconforming, at serious risk of wrongful detention. Without strong state-level resistance, the harm will be immediate and far-reaching. I urge you to act swiftly to strengthen California’s sanctuary protections, issue unambiguous guidance to all law enforcement and public agencies, and pursue every available legal avenue to challenge and block implementation of this directive. In addition, safeguards must be reinforced to ensure that transgender individuals can safely access healthcare, housing, education, and public services without fear. This is a critical moment that demands leadership and accountability. Californians deserve to know how their elected officials will respond to policies that threaten fundamental rights and human dignity. I expect a prompt and specific response outlining the actions you will take to protect those at risk. The strength of California’s commitments will be measured by what is done now.
