I am writing to express my grave concern regarding the events of May 1, 2026, which represent a coordinated effort by the executive branch to bypass Article I oversight. The simultaneous use of "emergency" decrees to approve weapons sales while unilaterally declaring an end to hostilities to avoid statutory deadlines is an absolute affront to the rule of law.
These are the specific failures of institutional competency that Congress must address:
- Evading the War Powers Resolution: On the 60-day legal deadline for the war in Iran, the administration declared hostilities terminated to sidestep the requirement for congressional authorization. While the administration claims the war is over to stop the clock, our Navy continues a blockade and forces remain in harm's way. A termination on paper that does not exist in practice is a dangerous legal fiction. And while the administration evades the law, Congress is allowing them to get away with it.
- Abuse of Emergency Arms Sales: Using the Arms Export Control Act to bypass the 30-day congressional review period for $8.6 billion in weapons sales—including to Israel and the UAE—is an overreach. Invoking an "emergency" to deplete stockpiles already strained by an unauthorized war, without a plan for replenishment or funding, is strategically negligent.
- Fiscal Accountability and the National Debt: This week, the U.S. national debt officially exceeded 100% of our GDP. It is fiscally reckless for the administration to commit billions in new weapons and military operations without an approved supplemental budget or a fact-based cost-benefit analysis presented to the American people.
Congress is not a spectator in matters of war and the purse. I am calling on you to demand a formal audit of the "emergency" justification for these arms sales and to insist on a floor vote regarding the continuation of military operations in Iran, as required by the War Powers Resolution of 1973.
