Demand Mandatory Disability Training and Accountability for ICE

To: Rep. Scanlon, Sen. McCormick, Sen. Fetterman

From: A constituent in Wayne, PA

October 31

On October 21, 2026, ICE agents detained a 20-year-old U.S. citizen with disabilities while he was walking to school in Santa Maria, California. The young man, who has limited verbal communication abilities, sustained injuries requiring surgery. How can federal law enforcement officers be permitted to use force against individuals with disabilities without demonstrating that they understand how those disabilities affect communication, behavior, and responses to commands? Individuals with autism, intellectual disabilities, and communication disorders may struggle to process verbal instructions, respond under stress, or communicate their needs. These differences must never be mistaken for defiance or used to justify unnecessary force. I demand that Congress take immediate action to: Mandate comprehensive disability awareness and deescalation training for all ICE agents and federal law enforcement officers, with periodic recertification. Establish enforceable safeguards for encounters involving children and individuals with disabilities, including appropriate communication accommodations and access to qualified support. Require independent investigation and accountability when federal officers injure or wrongfully detain individuals with disabilities. Condition federal law enforcement funding on demonstrated compliance with disability protections, training standards, and transparent reporting requirements. Existing disability rights laws mean little if officers are not adequately trained to uphold them. Every parent of a child with disabilities fears what could happen when their child encounters someone in authority who does not understand their needs. No child or vulnerable adult should have to suffer injury before those entrusted with public safety recognize their humanity. A communication disability is not a crime. Failure to respond is not proof of resistance. Disability must never become a justification for violence. Congress must act before another vulnerable individual is harmed.
