Request for Executive Oversight: Russia Sanctions Framework

To: Sen. Cornyn, Sen. Cruz, Rep. Self

From: A verified voter in McKinney, TX

October 17

I am writing as your constituent to express my deep concern regarding executive actions attempting to unilaterally waive or relax statutory sanctions against the Russian Federation. I urge you to exercise robust Congressional oversight to enforce strict adherence to federal law. Under Section 216 of the Countering America’s Adversaries Through Sanctions Act (CAATSA) (22 U.S.C. § 9511), Congress established mandatory review procedures restricting executive authority to terminate, waive, or relax sanctions against Russia. Bypassing these explicit statutory review mechanisms or failing to submit the required national security and justification reports to Congress violates statutory mandates. Furthermore, under Article I, Section 8 of the U.S. Constitution, Congress retains primary foreign commerce authority, which statutory sanctions embody. Unilaterally setting aside codified sanctions directly undermines Congressional constitutional authority and jeopardizes national security. I request that you: 1. Review any executive waiver or action under statutory review frameworks. 2. Invoke Congressional disapproval procedures if statutory standards are violated. 3. Demand full transparency and formal reporting from the Department of the Treasury (OFAC) and the Department of State. Thank you for upholding the constitutional rule of law and national security.
