Texas: Oppose HB778’s Attack on Trans Healthcare

I strongly oppose Texas House Bill 778, which would require health plans covering gender-affirming care to also cover any and all “adverse consequences” and detransition care—even for individuals no longer enrolled. This bill creates an unsustainable financial burden for insurers, effectively deterring them from offering coverage for transgender care at all. HB 778 is not about protecting patients; it’s about making trans healthcare inaccessible. By forcing insurers to absorb limitless liability, the bill pressures them to drop coverage entirely. This would leave trans Texans without access to critical, often life-saving care—an outcome that is both cruel and discriminatory. The premise of the bill is also based on misinformation. Regret and detransition are extremely rare. A Cornell University review found regret rates for gender-affirming care to be under 1%. Yet HB 778 treats these cases as the norm, undermining the validity of trans identities and fueling stigma. I urge you to vote no on HB 778. Every Texan deserves access to medically necessary care without political interference or discrimination.
