Demand State Action to Oppose Deadly Federal ICE Operations

I am writing to urge you to take immediate legislative action in response to the fatal shooting of Alex Jeffrey Pretti by federal immigration agents in Minneapolis on January 24, 2026. Pretti, a 37-year-old ICU nurse and U.S. citizen, was killed on a public street while holding a phone. Multiple verified videos show agents pepper-spraying him, forcing him to the ground, disarming him, and then shooting him repeatedly. This was the second fatal shooting by federal agents in Minneapolis within weeks.
These incidents represent a dangerous escalation of heavily armed federal agents operating in American cities with little accountability or regard for constitutional rights. State and local officials in Minnesota have condemned these actions, with governors and mayors warning that federal enforcement teams are acting with impunity and obstructing state investigations. Governor JB Pritzker has called on governors and legislatures nationwide to stand together against what he described as lawlessness inflicted on the states.
While immigration enforcement is a federal responsibility, states are not required to accept federal actions that endanger residents or interfere with state law enforcement. I am asking you to join with legislators from other states in formally opposing ICE and related federal enforcement operations that have resulted in civilian deaths.
Specifically, I urge you to adopt or support resolutions asserting state authority over cooperation with federal agents and rejecting operations that violate constitutional norms or public safety. You must also protect the right of residents to record law enforcement activity in public spaces without fear of violence or retaliation. I ask that you call on the governor to work across party lines with other governors to demand the withdrawal of ICE from states where its presence has led to bloodshed.
No American should be killed for filming law enforcement. No state should tolerate federal agents operating above the law. Unity among states is both constitutionally justified and necessary to protect our residents from this violence.
