We the people of the United States of America in order to form a better union ; want a FEDERAL bill that creates a national unity government - model law that ALL States like South Carolina can adopt. federals rev up engines and go to U.S. Congress, and ALL the State Houses please <3 . --- H.R. ___ - 119th CONGRESS To Provide a Federal Waypoint for State Adoption of Advanced Law Enforcement Fleet Modernization IN THE HOUSE OF REPRESENTATIVES A BILL SECTION 1. SHORT TITLE. This Act may be cited as the "National Joint Protection Fleet and Officer Safety Waypoint Act of 2026" or the "National Security Passages of Prosperity Protection ACT Wesley Palmore / Chancellor Van Houten Joint Protection Act" SECTION 2. FINDINGS - CONGRESS FINDS: (1) Local agencies including Prosperity Police Department, Charleston County Sheriff's Office, Columbia Police Department, and City of Charleston face rising fleet costs and officer safety risks. (2) Self-driving, American-made, ferrous-frame, all-electric vehicles with voice-to-screen technology are the safest available and reduce pursuit risk. (3) Joint procurement saves taxpayer dollars. (4) A federal waypoint allows states to adopt a uniform standard. SECTION 3. FEDERAL WAYPOINT ESTABLISHED. (a) IN GENERAL - The Department of Justice, in coordination with the Department of Homeland Security, Department of Transportation, Department of State, and U.S. Army / U.S. Air Force, shall establish a National Law Enforcement Advanced Vehicle (ALEV) Waypoint Program. (b) WHAT IS A WAYPOINT - A waypoint is a voluntary federal model policy that states may adopt in whole or in part to qualify for federal funding. SECTION 4. ADVANCED LAW ENFORCEMENT VEHICLE STANDARD. An ALEV under this waypoint is defined as: (1) American-manufactured, fast, ferrous-frame electric vehicle - Tesla or equivalent that meets Buy America (2) Full self-driving capability with LIDAR / 360 cameras (3) Highest technology loaded - voice command, officers just talk to the screen, hands-free CAD, automatic license plate reader, ballistic paneling (4) Joint data link - connects local, state, federal, and International Space Federation / space-based GPS for troop protection SECTION 5. STATE ADOPTION AND FUNDING. (a) TO WHOM IT GOES: This bill is referred to: House Committee on the Judiciary House Committee on Homeland Security Senate Committee on the Judiciary For funding: House Appropriations Subcommittee on Commerce, Justice, Science (b) FEDERAL + STATE FUNDING FLIP: Authorizes $750,000,000 over 5 years from DOJ COPS Grants and DOT Safe Streets funds to: Flip the bill - federal funds cover 70%, state/local 30% from fuel/maintenance savings No new tax - paid by restructuring financial assets for taxpayer savings (c) States that adopt the waypoint get priority for fleet grants. SECTION 6. PILOT FLEET - PROSPERITY TO CHARLESTON MODEL. Directs DOJ to establish initial pilot with South Carolina as first waypoint state: Prosperity PD, Charleston County Sheriff's Office, Columbia PD, City of Charleston, Charleston PD, SC Dept. of Corrections In partnership with Hendrick Motorsports for fleet maintenance and training Dedicated in honor of Charleston County Deputy Hendricks SECTION 7. BADGE STANDARD. Authorizes a voluntary joint protection badge design for participating agencies - the traditional star with optional top inscription "JOINT PROTECTION EFFORT - International Space Federation" to recognize local, state, federal, and space protection partnerships. Designed to be presented to: The White House, House Republicans, The Golden Arches community programs. SECTION 8. REPORTING.
