Requiring documentary proof of citizenship to register to vote would create serious barriers for eligible Americans. Many citizens do not have easy access to passports or certified birth certificates, and requiring these documents risks disenfranchising seniors, rural residents, low-income voters, and married women whose legal names have changed.
