As your constituent, I am writing to demand immediate congressional action against an illegal abuse of federal grant power: the Trump administration’s attempt to weaponize anti-terrorism funding to force illegal partisan voting restrictions onto states. On June 24, FEMA published its FY 2026 Homeland Security Grant Program notice. Congress authorized this $1.064 billion fund to provide state and local governments with resources strictly to strengthen defenses against terrorism and catastrophic events. It is legally intended to pay for critical safety infrastructure—such as cybersecurity defenses, first-responder training, emergency disaster planning, and security equipment for public transit and crowded public spaces. Yet, the Trump administration is now withholding 20% of every state's award—roughly $200 million total—until DHS certifies compliance with a slate of politically-motivated federal election administration mandates. None of these requirements have anything to do with public safety or preventing terrorism. Every one of them is a piece of an election agenda that Congress has repeatedly refused to pass into law, including the stalled SAVE America Act. More egregiously, this notice directly defies a federal court order issued just days prior, which explicitly blocked DHS from using its voter database due to flagrant privacy violations. The administration is executing an unconstitutional power grab, defying both Congress and the judiciary in real time. The stakes are immediate. For example, New York stands to lose roughly $40 million in vital anti-terrorism funding unless it complies with election mandates that a federal judge has already blocked. This is a textbook ransom scheme: the hostage is our physical safety, and the demand is that states surrender control of local elections to the executive branch using an illegal tool. With the midterm elections only five months away, local communities cannot afford to have their safety budgets frozen over political coercion. I urge you to act immediately on three fronts: 1. Insert a funding rider into the next appropriations package explicitly prohibiting DHS and FEMA from conditioning public safety or counter-terrorism grants on compliance with illegal partisan election mandates. 2. Launch immediate oversight hearings into FEMA’s deliberate defiance of the federal court order. Find out who authorized this grant notice under oath. 3. Publicly demand that DHS rescind these coercive grant penalties immediately so states can plan their safety budgets without interference. Congress appropriated this money to protect Americans. The administration turned it into a political weapon. I expect you to take it back.
