Tariff Question

I really don’t understand how the president is able to keep imposing and altering tariffs. My understanding is that tariffs are the responsibility of Congress, unless there’s an urgent threat to national security. Is there a department that just _does_ the tariffs when he says to, rather than waiting for Congress to do its thing? Is that where the breakdown occurs? I’m struggling with how the president is able to usurp obligations and responsibilities of Congress. I’d appreciate you working with your colleagues to takr back your authority and stop this ridiculous back and forth. I’d appreciate an explanation. I don’t intend this in a snippy tone; I just thought I understood but it’s not happening the way I expect it to. Thank you.
