These measures would make voting harder for eligible Kansans by imposing unnecessary identification and citizenship-marking requirements that create confusion, exclusion, and unequal treatment at the polls. They do not strengthen election security—they undermine access and silence lawful voters.
HB 2438’s requirement to add citizenship status to state IDs risks errors, discrimination, and bureaucratic barriers that disproportionately affect seniors, students, people with disabilities, and naturalized citizens.
HCR 5021 goes even further by rewriting the Kansas Constitution to permanently restrict voting through photo ID and citizenship markers. Constitutional amendments should expand rights, not lock in voter suppression.
Kansas elections are already secure. These proposals solve no real problem while creating lasting harm to democracy.
I urge you to oppose HB 2438 and HCR 5021 and to actively defend the fundamental right of every eligible Kansan to vote freely, equally, and without obstruction.
