I am writing as a concerned constituent deeply troubled by recent events in Iowa City. On September 25, federal agents in plain clothes arrested Jorge Elieser Gonzalez Ochoa inside the Bread Garden Market. Witnesses reported that the men did not immediately identify themselves as law enforcement, tackled Mr. Gonzalez Ochoa to the ground, and restrained him with a taser pressed to his back. He was working his job at the time, wearing his store uniform. Community groups say this action was unprovoked and dangerous. Mr. Gonzalez Ochoa was enrolled in ICE’s “Alternatives to Detention” program and wearing an ankle monitor, meaning he was already cooperating with federal authorities. The City of Iowa City has stated it had no prior notice of this operation. These tactics raise serious concerns about civil liberties and due process. Plainclothes arrests in public businesses erode trust in law enforcement, create fear among immigrant communities—including legal residents and asylum seekers—and risk confusion for bystanders who cannot distinguish federal agents from criminals. Enforcement conducted in secrecy and with excessive force undermines both safety and constitutional protections. Iowa has long valued its immigrant communities. When residents—whether documented or not—are treated with brutality and disrespect, the damage extends beyond one individual. Families withdraw from public life, crimes go unreported, and people become afraid to interact with local institutions. These outcomes weaken our communities and compromise public safety. As my representative, I urge you to take action: Publicly condemn the use of plainclothes federal arrests in workplaces and public spaces. Support legislation requiring transparency, proper identification, and coordination with local authorities in enforcement actions. Demand accountability from ICE and DHS, including reports on arrests in Iowa and reviews of use-of-force policies. Advocate for resources that strengthen legal protections and due process for immigrants navigating our system. The events in Iowa City should alarm anyone who values human dignity, constitutional rights, and community trust. Legal immigrants and long-time residents of this state deserve protection, not public takedowns that resemble abductions. I respectfully ask you to act with urgency and moral clarity to ensure this never happens again in our state. Thank you for your attention, and I look forward to your response.
