HB 2468 would raise the cap on Kansas’s Tax Credit Scholarship voucher program from $10 million to $20 million and commit the state to a new federal voucher program created under the so-called “Big Beautiful Bill.” This change would redirect public dollars away from Kansas public schools and into private voucher programs with limited oversight. Public schools educate the vast majority of Kansas students, including those in rural communities, students with disabilities, and families with the greatest needs. Expanding vouchers strains already tight school budgets and weakens the system most children depend on. Opting into a federal voucher program also reduces state and local control over education policy, locking Kansas into a national privatization effort that has not shown broad, consistent benefits for students. Rather than improving outcomes, these programs often increase inequity and fragment funding. Kansas should focus on strengthening public education—supporting teachers, funding special education, improving mental health services, and maintaining school facilities—rather than expanding voucher schemes that siphon resources from public classrooms. I urge you to oppose HB 2468 and protect Kansas public schools by rejecting this voucher expansion.
