Vote no on house bill 2662
To: Rep. Estes
From: A constituent in Derby, KS
December 1
I am writing to urge you to reject House Bill 2662, the so-called “school transparency” bill. While transparency in public education is important, this legislation places an unnecessary and unmanageable burden on Kansas educators at a time when the teaching profession is already facing crisis-level shortages and burnout. Most Kansas schools already provide meaningful transparency through publicly posted curriculum guides, pacing guides, and learning objectives. These resources give parents the essential information they need to understand what their children will be taught throughout the year. When concerns arise, parents can and do partner with teachers or administrators to discuss them—this partnership works, and it works without punitive legislation. Additionally, districts already provide opt-out policies for materials or topics families find controversial. This system respects parental choice while still allowing teachers to maintain consistent instructional planning. House Bill 2662 shifts the entire burden onto teachers, requiring them to anticipate what might be objectionable to each student’s family. In practice, this is impossible. A teacher with 120–150 students cannot realistically track, interpret, and proactively notify families about every potential conflict across dozens of differing religious, cultural, or personal beliefs. Rather than increasing transparency, the bill would result in increased micromanagement, paperwork, and fear of disciplinary consequences. These pressures will drive more educators away from the profession at a moment when Kansas can least afford it. If the goal is truly to support families, strengthen communication, and promote educational understanding, we should invest in tools that facilitate parent–school collaboration, not legislation that penalizes teachers and disrupts classroom instruction. For these reasons, I respectfully ask you to vote NO on House Bill 2662. Thank you for your consideration and for your service to the people of Kansas.
