I am writing to urge your full support for H.R. 2550. This legislation represents a crucial opportunity for Congress to correct serious harms done to the federal workforce and to restore the rule of law in the management of our civil service. Federal employees endured deeply troubling treatment during the second Trump administration. Agencies were subjected to abrupt and illegal Reductions in Force and firings that bypassed statutory requirements and merit-system protections. Workers were compelled into mandatory return-to-office policies that ignored agency mission needs, productivity data, and the well-being of the workforce. Retirement benefits—earned over decades of service—were repeatedly threatened. The creation of the DOGE agency occurred without Congressional authorization, and Congress has still not exercised its oversight responsibility by requiring a full, independent audit of DOGE’s claimed “savings,” despite widespread concerns about the validity of those numbers. But among all these issues, the most serious—and the primary reason H.R. 2550 is so critically important—was the illegal union busting carried out across the federal government. Union contracts were unilaterally rewritten or voided. Bargaining rights were suppressed. Agency leaders were instructed to treat unions as adversaries rather than partners, in direct violation of statutory labor-management frameworks. Federal employees saw their legally protected rights ignored, diminished, or outright attacked. H.R. 2550 provides Congress the opportunity to repair the damage, restore lawful practices, and reaffirm that federal employees have the same right to fair representation and collective bargaining that the law has guaranteed for decades. Supporting this bill is not merely a policy choice; it is an affirmation that no administration—Republican or Democratic—has the authority to discard statutes, undermine bargaining rights, or dismantle good-faith labor relations for ideological reasons. Passing H.R. 2550 will help ensure that future administrations cannot repeat these abuses. It strengthens oversight, reinforces guardrails, and demonstrates that Congress will not tolerate deliberate violations of federal labor law. Federal employees serve the public with dedication, often under challenging conditions and with limited resources. They deserve stability, lawful treatment, and the ability to advocate for themselves through their unions without fear of retaliation or political manipulation. I ask that you stand firmly in support of H.R. 2550 and help restore integrity, accountability, and fairness to the federal workforce.
