I am writing to ask you to oppose Presient Trump's unconstitutionsl and unlawful interpretation of thr requirements for yhe Public Service Loan Forgiveness ptogram. Trump has no authority to amend the program. Presidrnts cannoy change a law passed by Congress through an executive order. The Public Service Loan Forgiveness plan was created by Congress to reward public service by offering student loan forgiveness for borrowers in non profits and government service. These borrowers typically gave lower wages than those in the private sector. Do not cede your constitutional duties by allowing Trumo to usurp Congressional authority. Second, the First Amendment prohibits viewpoint discrimination by the government. The government may regulate speech, but creating a government that discriminate against particular non profits legitimately created and sanctioned by the IRS and government for unpopular views is unconstitutional. Furthermore, non profits often serve unpopular groups are part of their mission. A law firm that focuses on free speech will defend Klansmen, Nazis, and others who might be despicable in other social circles. A nonprofit providing assistance to new asylum seekers may have folks missing the system but the Geneva Convention and our refugee resettlement programs cannot function without it. Some nonprofits might offer support to newly released felons- this may be unpopular but it is important work. Congress did not intend the government to have the power to discriminate against borrowers for the Public Service Loan Forgiveness program. Trump's executive order is not only overreach it is unconstitutional. Finally the executive order throws borrowers in the program into chaos. Those who have undertaken government service may easonably have done so based on Congressional authority to pass and implement the program. There is detrimental rely on it by your constituents. To this end changing the requirements and scope midstream is unreasonable and unfair. As a constitent who works in higher education I can tell you many students rely on the Public Service Loan Forgiveness program. They have made life choices yo serve. Please do not let Trump punish them in this way. Congress
