Please oppose the use of Flock cameras and other mass-surveillance technologies that track Virginians’ movements. These systems can create detailed records of people’s locations without any suspicion of criminal activity, raising serious Fourth Amendment concerns. Flock’s use of artificial intelligence and automated license-plate recognition can also produce inaccurate matches and misidentify innocent people, potentially subjecting them to unwarranted police scrutiny. Please support state legislation that rejects the expansion of ALPR cameras for mass surveillance and requires a probable-cause warrant, strict data-retention limits, restricted access, transparency, independent oversight, and meaningful penalties for misuse and inaccurate identification.
