A BILL To establish secure, universal citizen access to http://America.gov AI for documentation, review, and protection of constitutional civil rights. SECTION 1. SHORT TITLE. This Act may be cited as the "American Citizen Liberty and Secure Access to http://America.gov Act" SEC. 2. FINDINGS. Congress finds that: Every American citizen has a constitutional right to be safe from harassment, harm, and hate. Citizens in any facility, including hospitals, schools, jails, and prisons, require a direct, protected channel to report needs and violations. Factual findings by the FBI should be sufficient to guarantee access to protection and reporting systems. SEC. 3. ESTABLISHMENT OF http://AMERICA.GOV AI CITIZEN ACCESS SYSTEM. (a) Universal Access as a Liberty — The Administrator of http://America.gov shall establish and maintain a secure http://America.gov AI system that provides 100% access at all times to all people, no matter where they are located within the United States. (b) Purpose — The system shall allow any citizen to speak their needs, have those needs documented, reviewed, and brought to the attention of the proper authorities for action.no one should be denied access if institutionalized and all inmates should be required a 15 minute conversation a day to touch base with this system. 15 minute a day requirement. This ensures transparent regulations to rule of safety (c) Availability — Access shall be available in every public and private facility, including but not limited to every hospital, school, workplace, jail, prison, and government building. SEC. 4. SECURE PERSONAL PROTECTION. (a) Protected Authentication — Access shall be protected by a personal, citizen-controlled pin or eye recognition, recorded and secured in the http://America.gov system. (b) Anti-Captivity Protection — No individual, badge, official, or private actor may block, deny, hold captive, or interfere with a citizen's access to this system. Any such interference shall be treated as a violation of civil rights. SEC. 5. IMPLEMENTATION AND OVERSIGHT. The system shall be documented, auditable, and subject to constitutional law. All jails and prisons must provide unimpeded access based on factual FBI findings to ensure citizen safety at all times. SEC. 6. EFFECTIVE DATE. This Act shall take effect immediately upon enactment.
